Infrastructure New Zealand, in partnership with National Infrastructure Funding and Financing, is proud to present our event series Unlocking Opportunities: Market-led Proposals. This series gives attendees the opportunity to hear more about the recently released market-led proposal guidelines. We are holding our Wellington event on Thursday 10 April at 5:30pm, hosted by Bell Gully.

Our other two events will be held in;

Christchurch: Tuesday 1 April at 5:00pm. Hosted by Anderson Lloyd.

Auckland: Wednesday 2 April at 5:30pm. Hosted by BDO.

Market-led proposals provide a pathway for the private sector to deal directly with Government to build infrastructure, provide goods or services or undertake a major commercial transaction. These events will cover an overview of the new guidelines, assessment process, evaluation criteria, as well as highlight successful international case studies. The Q&A session will provide an opportunity for attendees to engage with experts on the topic.

Presenter Details

Presentation: 

Beth McKay - Director of Legal and Procurement, National Infrastructure Funding and Financing 

Beth joined National Infrastructure in 2015 after working in various legal and commercial roles in New Zealand and Switzerland. As the Director of Legal and Procurement at National Infrastructure, Beth oversees the market led proposal process for NIFFCo. Beth has extensive experience in negotiating and managing complex contracting arrangements including the Ultra-Fast Broadband contracts, the Rural Broadband Initiative and the Public Safety Network. Prior to joining National Infrastructure, Beth worked in private practice at Russell McVeagh and inhouse in senior roles at Novartis and Transfield Services. Beth is known for her strategic thinking, attention to detail, and ability to lead cross-functional teams effectively.

Zinzan Currey - Balance Sheet and Transactions, Te Tai Ohanga - The Treasury

Zinzan Currey led Treasury’s efforts reviewing the existing unsolicited proposals guidelines, which culminated in the release of these new Market-led Proposals Guidelines in December last year.  

Zinzan has been at NZ Treasury since January 2024, after 8 years at NSW Treasury, where he led the road pricing review in 2022 and helped sell WestConnex in 2 tranches for over A$20b. Before Treasury, Zinzan worked for over 15 years in banking and investment banking in the Australian market after starting his career in actuarial.   

Kate Broadhurst - Associate Legal Director, National Infrastructure Funding and Financing 

Kate joined National Infrastructure in 2021. Kate is part of the Market Led Proposals multi-disciplinary team at NIFFCo and is Secretariat to the Market Led Proposal Steering Committee established under the Guidelines.  As Associate Legal Director at NIFFCo, Kate works across the financing, telecommunications and infrastructure delivery portfolios, and was pivotal in the successful delivery of the first transactions under the Infrastructure Funding and Financing Act. Prior to joining NIFFCo, Kate worked in private practice in commercial and public law litigation before moving to the legal team at Air New Zealand. 

Louise Marsden - Partner, Mafic

With over 20 years of experience in infrastructure, Louise has been involved with a wide range of projects in NZ and Europe. Her experience has been in various capacities: as a debt provider, equity owner, asset manager and in governance.
