Infrastructure New Zealand recently led a delegation of senior infrastructure leaders to Toronto, Ottawa and Montreal. The study tour focussed on Canada's system-level infrastructure design, public private partnerships, public transport investments, and the devolution of infrastructure delivery to First Nations.
We invite you to join us for the launch of our reports summarising key insights from the delegation, and for a discussion about how we take key learnings forward in the New Zealand context as we aspire to deliver infrastructure, create system change and grow the economy.

Anthony McFadden - General Manager NZ, NSW, QLD, John Holland
As General Manager for NSW/ACT, Queensland and New Zealand, Anthony leads a business unit responsible for the successful project delivery of major infrastructure projects from $50 million through to over $1 billion within John Holland’s Rail & Transport division. Although based in Auckland, Anthony’s remit covers both sides of the Tasman, bringing extensive Australian experience to the New Zealand landscape (and vice versa) through ongoing infrastructure delivery for clients such as Sydney Metro, Transport for NSW, Australian Rail Track Corporation, Major Projects Canberra, Transport & Main Roads Queensland, along with KiwiRail, Auckland Transport and Waka Kotahi locally.
With more than 20 years’ experience, Anthony has worked extensively in the water, roads, rail and power sectors across New Zealand, Australia, the United Kingdom and Asia. He is a strong supporter of the role private finance and PPPs can play in addressing the government’s infrastructure deficit, while also helping to restore certainty to the infrastructure pipeline and unlock efficiencies and workforce capability development. Anthony is also a board member of the TrackSAFE Foundation NZ, a not-for-profit organisation that raises awareness and educates the public about safety around railway tracks and trains.
Luke Donnelly - Director - Infrastructure, WT Partnerships
Luke is the Director of WT’s specialist infrastructure team, bringing extensive international leadership and technical experience to the role. Based in Christchurch, Luke delivers quantity surveying services on infrastructure projects across New Zealand.
Luke is known for his pragmatic approach, with a reputation for bringing accuracy and order to complex projects by combining his rare specialist knowledge in the infrastructure sector with proven methodology. Notably, Luke managed several major regeneration programmes of work following the 2011 Christchurch earthquakes.
Currently, Luke is leading cost estimation services on several of the Government’s Roads of National Significance (RoNS) programme, aimed at improving New Zealand’s key transport routes. Luke believes that quantity surveying is integral to a project’s risk management and essential for staying within budget while preserving value. His approach focuses on identifying potential exposure early and providing financial advice that minimises downstream costs without sacrificing project quality or outcomes.
Facilitator: Katie Bradford - Engagement and Strategy Manager, Infrastructure New Zealand
Katie Bradford is Infrastructure New Zealand’s Strategy and Engagement Manager, joining after more than two decades as a political and business journalist across media outlets in New Zealand and Australia. For the past five years, she’s been the Business Correspondent at 1News. Prior to that, she spent over ten years in the Parliamentary Press Gallery as a political reporter. It was a natural step in her career progression to jump at the opportunity to join the Infrastructure New Zealand team. Katie believes in advocating a bipartisan approach to infrastructure and pushing for a secure pipeline of projects, in a way that contributes to economic development and productivity in Aotearoa.
