The Infrastructure Collective and Hāpai Public present - National Infrastructure Plan 101: ‘Once-in-a-generation’ Plan Explained is a series of regional events. Join us in Auckland on Thursday 19 February from 5:30pm, hosted by Beca.

These information evenings, aimed at young professionals, will introduce the National Infrastructure Plan - covering its purpose, reasoning, and intended outcomes. The event features a dynamic panel discussion with speakers from both public and private sectors, sharing their perspectives on how the plan could influence New Zealand’s infrastructure future. Join us to learn together about the impact this National Infrastructure Plan may have on the work you do and the country as a whole.

Presenter Details

Nick Leggett - Chief Executive, Infrastructure New Zealand

Nick Leggett commenced in the role of Chief Executive of Infrastructure New Zealand in April 2023. Previously Chief Executive of the road transport industry peak body, Ia Ara Aotearoa Transporting New Zealand, Nick’s professional career has always centred around the need for quality and sustainable infrastructure. As Mayor of Porirua City between 2010-2016, he understands the need for great infrastructure to power opportunities for people and provide a bedrock for economic growth and social progress.

Nick is strongly of the view that Aotearoa New Zealand must be bolder in its funding, investment and scale of world leading infrastructure projects. We must collectively encourage and welcome a more diverse range of people into the industry to deliver on this.


David Hampton - Investment Planning Manager, NZ Transport Agency Waka Kotahi

Creating places where people can connect and thrive has been at the heart of David's professional interests for a long time. A leader with almost 30 years experience in consultancy and public sector, David offers insight, critical thinking and technical understanding to global cities with a desire to grow in a sustainable and humane way. His current role in New Zealand was preceded with involvement in urban development work across the UK, northern Europe, Bangladesh, Latin America and Russia.


Megan Couture - Senior Associate - Planning, MNZPI, Beca

Megan is a Senior Associate – Planning in our Auckland office, and is a subject matter expert on resource management matters. With over a decade of experience working in the public and private sectors, she specialises in spatial planning, policy development, plan changes and plan reviews, notices of requirements and designations, and leading complex infrastructure project through consultation and statutory approval processes. She champions good practice nationally through training and development initiatives within Beca and is deeply engaged in resource management reforms, providing technical leadership internally and externally to improve understanding of planning processes and the implications of reform across the business. Megan is also the Deputy Chair of the New Zealand Planning Institute, and sits on the Resource Mangement Advisory Group. She holds a Master of Urban Planning from the University of Auckland and a Bachelor of Arts from Mount Holyoke College in Critical Social Thought.


Martina Moroney - Policy Manager, Institution of Civil Engineers UK

Martina is a Policy Manager at the Institution of Civil Engineers (ICE) – based in London. The membership body represents nearly 100,000 civil engineers globally and advocates for a world where infrastructure enables people and the planet to thrive. The ICE has acted as the international adviser on the New Zealand Infrastructure Plan throughout its development. Prior to her move to the UK, Martina led advocacy and strategy at Infrastructure New Zealand and was a Hāpai Public board member. She was also national co-chair of the New Professionals network and co-led the Auckland team. Martina has a history of leading community sector organisations and is a firm advocate for their value in driving improved social and economic outcomes.
