Dominika Biziak-Kochan, Contract Delivery Manager - Dunedin City Council
Dominika is a Chartered Professional Engineer and Capital Delivery Manager at Dunedin City Council, where she leads the delivery of essential water infrastructure projects. With a master’s degree in engineering from Poland and PRINCE2 certification, she brings a practical, solutions-focused approach to managing complex capital works across water, wastewater, and stormwater systems.
Julie Muir, Group Manager - 3 Waters - Central Otago District Council
Julie Muir is General Manager Three Waters at Central Otago District Council, with extensive leadership experience across local government infrastructure. A founding member of the Road Efficiency Group and the first local government chair of the Asset Management Leadership Group, she led the performance framework for New Zealand’s national road classification and has overseen roading, Three Waters, and waste since 2016, including a 12 month secondment as Regional Director for Three Waters across Otago and Southland during the previous government’s reform programme.
Louise Boyd, General Manager - Water Services and Projects NZ - Downer
Louise is a member of Downer’s Water Executive Team, leading delivery of high value water contracts, projects, and joint ventures across Aotearoa New Zealand. With more than 24 years’ experience in rail, construction, and infrastructure, she brings deep expertise from project management, consulting, and leadership roles at Aurecon, Jacobs, Broadspectrum, and KiwiRail.
